Those fine prisons are low security prisons, they are used for criminals who commited minor crimes, you won't find any murderers or rapists in those prisons

Every Judge and Police officer should have to spend at least a week in prison as a real inmate before being hired, just to see what it's like.That might solve a problem or two.

Only minor criminals are housed in the minimum security prisons... For instance, my uncle was sentenced to a few months in a minimum security prison after refusing to enlist in the military.
