    John Seely Brown is a visiting scholar and advisor to the Provost at University of Southern California (USC) and the Independent Co-Chairman of the Deloitte Center for the Edge. Prior to that he was the Chief Scientist of Xerox Corporation and the director of its Palo Alto Research Center (PARC)—a position he held for nearly two decades. While head of PARC, Brown expanded the role of corporate research to include such topics as organizational learning, knowledge management, complex adaptive systems, and nano/mems technologies. He was a cofounder of the Institute for Research on Learning (IRL). His personal research interests include the management of radical innovation, digital youth culture, digital media, and new forms of communication and learning.

    John, or as he is often called—JSB— is a member of the American Academy of Arts and Sciences, the National Academy of Education, a Fellow of the American Association for Artificial Intelligence and of AAAS and a Trustee of the MacArthur Foundation. He serves on numerous public boards (Amazon, Corning, and Varian Medical Systems) and private boards of directors. He has published over 100 papers in scientific journals and was awarded the Harvard Business Review's 1991 McKinsey Award for his article, "Research that Reinvents the Corporation" and again in 2002 for his article "Your Next IT Strategy." In 2004 he was inducted in the Industry Hall of Fame. With Paul Duguid he co-authored the acclaimed book The Social Life of Information (HBS Press, 2000) that has been translated into 9 languages with a second addition in April 2002, and with John Hagel he co-authored the book The Only Sustainable Edge which is about new forms of collaborative innovation.     JSB received a BA from Brown University in 1962 in mathematics and physics and a PhD from University of Michigan in 1970 in computer and communication sciences. He has received five honorary degrees including: May 2000, Brown University awarded him an honorary Doctor of Science Degree; July 2001, the London Business School conferred an Honorary Doctor of Science in Economics; May 2004, Claremont Graduate University granted him an Honorary Doctor of Humane Letters; May 2005, University of Michigan awarded him an Honorary Doctor of Science Degree, and May 2009, North Carolina State University awarded him an Honorary Doctor of Science Degree. He is an avid reader, traveler and motorcyclist. Part scientist, part artist and part strategist, JSB's views are unique and distinguished by a broad view of the human contexts in which technologies operate and a healthy skepticism about whether or not change always represents genuine progress.

    Mark leads the national consortium for XML business reporting standards and started XBRL US Labs, a research and innovation center focused on XBRL (eXtensible Business Reporting Language), an open-source, royalty-free language being adopted globally to provide transparency and global access to the documents and data that drive markets, regulation, and business information sharing.

    Hired in 2006 to oversee the startup of the non-profit XBRL US when the US Securities and Exchange (SEC) adopted XBRL as the standard for tagging regulatory reports by publicly traded companies, mutual funds, and credit rating agencies, Mark has spent twenty-five years as a chief technologist/CIO in Washington for organizations such as the MD-IPA (now United Health), The Board of Trade, and the Council on Foundations. In the first two years of operation, XBRL US assembled a small but effective team and successfully crowd-sourced a 15,000-element XBRL taxonomy for Generally Accepted Accounting Principles (GAAP); these tags are now required by SEC rules for regulatory compliance, and the data is now flowing on the SEC EDGAR system.

    Since then, Bolgiano has been instrumental in taking the XBRL movement beyond accounting standards and capital markets to the policy, legal, and government domains. His Congressional testimony last year on the use of standards for transparency. XBRL US Labs research partnerships with data infrastructure giants DTCC and SWIFT have produced the world's firt ISO-aligned taxonomies, and with the NIEM framework for information sharing for the Federal sector, have advanced the cause of open standards harmonization and promises to bridge the world of documents, which he refers to as the "first mile", with free, universally accessible, structured data in the "last mile".

    A pioneer in open government reform, election integrity, and personal privacy rights, Debra Bowen is the sixth woman in California history to have been elected to a statewide constitutional office. As the state's chief elections officer, Secretary Bowen is responsible for overseeing state and federal elections, a role that requires her to test and certify all voting equipment. Her goal is to ensure that voting systems certified for use in California elections are secure, accurate, reliable, and accessible, and every voter's ballot is counted exactly as it was cast. As Secretary of State, Bowen is also charged with managing many business and nonprofit organization filings, campaign finance and lobbying activity filings, the state archives, and other key government services.

    An attorney, Bowen served for 14 years in the State Legislature prior to being elected Secretary of State in November 2006.     A new survey commissioned by the Center for American Progress found that young Americans age 18 to 32 give the government more positive performance ratings and more strongly favor a significant role for government in addressing national challenges than does the public at large. Millennials' distinctly pro-government outlook may well be a leading indicator of a nascent rebound in public confidence in government.

    We'll hear about the findings in the CAP report. Then Jennifer Pahlka, founder and Executive Director of Code for America, will share some of the answers she's received to the question "Why do you want to spend a year of your life in public service" from applications submitted by prospective Code for America Fellows.

    We may feel the weight of how hard change is in government , and sometimes lose faith that it's possible, but the next generation believes it can happen and is expecting us to do something about it. They're also expecting us to let them do something about it. They can see what's wrong very clearly. And unlike past generations, they care about government and collective good. Let's either rise to the challenge they are offering, or get out of the way and let them do it.

    Ms. Michele R. Weslander Quaid is a transformational leader and recognized champion for Innovative path-finding information sharing and collaboration initiatives in the national security community where she has served for over 18 years. Ms. Weslander Quaid previously served as the first National Reconnaissance Office (NRO) Chief Technology Officer and also the Deputy Chief Information Officer in the new office of the NRO CIO while on a two year detail from the Office of the DNI (ODNI). Prior to her assignment at the NRO, she served as the first Principal Deputy Associate Director of National Intelligence and Deputy Chief Information Officer for the Intelligence Community at the ODNI. Prior to the establishment of ODNI, Ms. Weslander Quaid served as the first Deputy Technical Executive at the National Geospatial-Intelligence Agency (NGA).

    Before entering government service, Ms. Weslander Quaid spent over a decade as a systems engineering and technical assistance industry partner and consultant supporting the Department of Defense and the Intelligence Community, working primarily with NRO, NGA, and the National Security Agency (NSA). Appointed a Chief Engineer at her company, her technical expertise includes image science, systems engineering, and operational prototyping and insertion of leading-edge technology to support operations. Ms. Weslander Quaid was selectively recruited directly from industry because of her renowned trailblazing achievements in promoting multi-discipline intelligence collaboration and information sharing among Intelligence Community agencies and the Department of Defense. A true ambassador for community collaboration, her efforts to transform culture, as well as technology, have led to unprecedented collaboration and cooperation between NRO, NGA, NSA and their Commonwealth partners.

    Ms. Weslander Quaid received a Bachelor of Science degree in both Physics and Engineering Science, cum laude, from Seattle Pacific University in Washington, and a Master of Science degree in Optics from the University of Rochester in NewYork. In 2001, she was awarded the National Intelligence Meritorious Unit Citation for her collaborative efforts on a multi-agency and military team, and in 2005 she was personally awarded the National Geospatial-Intelligence Agency Meritorious Civilian Service Medal. Ms. Weslander Quaid is a member of the Chairman of the Joint Chiefs of Staff CAPSTONE 2003-4 Fellows, and a graduate of the program for Senior Managers in Government at the Harvard University John F. Kennedy School of Government in Massachusetts.
