bacteria will come up to digest the oil anyway. there is no real problem with oil spills anyway, all the oil will all be long gone before the entire planet is uninhabitable by it's spills. The carbon emission is the real problem.

seriously, using acids in the ocean is a way of cleaning up you say? then we can use bullets as medication to people as well. Genetic engineering is the answer, make sure the water doesn't have to be acified, and the bacteria can dissolve the oil themselves. So stop wasting time with this.
