Yes, the Jackson holds tune quite well. Mine is a 2003 model however, I would highly reccomend getting a newer one with the black hardware and the real Duncans, used if you can. (Not worth $800, they depreciate like HELL) I got my 2003 just last week for $425. Mine was pretty much brand new. Always check and play the guitars when you buy used though, make sure the knife edges on the floyd aren't dull as that's what causes it to not hold tune, etc. ;)
