Notice that at 0:45 Joe Biden pauses and then fails to repeat the word "that", then at 0:53 he hesitates again and repeats the word "on" as "upon". As this oath had the same wording as the oath he had sworn many times as a senator, he really ought to have been able to repeat it accurately.
