These are Shihu tribesmen of north Oman. Unlike other Omanis who traditionally carry a large curved dagger (Khanjar), the Shihu carry the Jerz. The Jerz is a walking stick topped by a small steel "tomahawk" style axe head. You can see several of them in the video.
