I've seen holes like this in glacier melts. Thought is water flows through a hole. A rock gets caught ion this flow bit too big to pass. It gets moved around in a circular motion like water down a drain. Meanwhile carving a larger hole in the rock "drain" its caught in. Just my 2 cents.
