@TheTuberguy1000 Neo-Galaxy Eyes can only negate face-up monster effects and only during the turn Galaxy Eyes was used as Xyz material. Check OCG rulings. Shooting Star's effect to remove itself is the cost, and negating an attack is the effect. It's the same situation as Skill Drain vs Stardust....
