在过去社会，即奴隶社会，封建社会以及近现代的帝国主义社会（包含法西斯和共产主义) 都不是什么民主社会，全是专制社会。在这些社会的形态下，统治者控制着老百姓的思想，老百姓是没有自己独立思考，是没有被启蒙的
。国与国之间友好是纯粹的独裁集团的关系，一旦独裁集团关系出现变化，就发生战争或背信弃义，具有非常强的感性色彩。 所以包括近现代的日本，为什么会侵略中国，包括古代中国侵略朝鲜，等等都是背后专制社会所造成的。 民主社会是不太会发生这样的情况，即使发生这样情况也会极力和平解决。
你可能会说现在很多国家都是民主体制，为什么他们没有大的发展...
