Anyone know why the official starts counting here? Is there a limit to locked hands in a standing position?

Here's an example of a stalling call after a wrestler checked in and then didn't report directly to the center circle.

Here's a wrestler grabbing the opponent's knee pad and then receiving an escape from the official. Official was in good position though.

Compared to the other video (cautionable start), this setup by the offensive wrestler looks correct.
