I am sorry but your matrix is wrong.The IPCC has linked sceptisism to no action (to solve negative consequences of climate change) which is not true.If CO2 does not affect the climate pumping money into preventing CO2 is actually NO ACTION. No action on any form of pollution that is.

Try adding the third option to your matrix..namely to fight any negative consequences of climate change (take climate change serious and reduce pollution) without focus on CO2.

It may be hard to redevelop a true understanding about the causes of climate change because you have become so indoctrinated (sun intensity, cloud formation, sea water etc). Try to look for real scientific evidence and you will find that all scientific evidence invalidates a causal relation between CO2 and temprature. There is not even 1 argument named by IPCC or Gore that is scientifically not easily falsified.

Your statement of the question is wrong you assume that government supported action is the only route to take or not take. You can take action and it not be government sponsored action. In fact most things the government uptakes is in a horrible state of failure right now, schools, DMVs, Roads, etc.
