1. Yes it's illegal, as it implies constructive possession of full auto control parts. Felony with penality of up to 10 years jail and $250,000 fine.
2. You can't register any new machine, because the registration for full auto ended in 1986.

@MajorButtons Did SEAL teach you that FAMAS doesn't work well with "NATO" bullets ?? It has to use French made steel-case 5.56, because the brass-case 5.56x45mm NATO causes overpressure and can cause malfunction (only French would use lever-delayed blowback action)

@marodeur64 Type 81 also has longer receiver, longer barrel, bolt catch (different magazine). The bolt is almost same as AKs (two-lug rotating design), the bolt carrier is some what similar to SVDs.
