Le programme COMED (Communication pour l'éducation et le développement) a été lancé en 1998 pour participer à la construction de consensus nationaux et renforcer le soutien de la société civile aux programmes et aux politiques d'éducation. En 2002, le COMED est devenu un groupe de travail de l'ADEA. Le groupe de travail est constitué de quatre grands groupes : ministères de l'Éducation, au travers de leurs services de communication ou d'information ; médias spécialistes des questions d'éducation ; chercheurs et formateurs en communication ; et organismes de développement œuvrant dans les domaines d'activité du groupe du travail. Le groupe de travail a comme agence leader OSISA (The Open Society Initiative for Southern Africa) ; le Centre WANAD agit comme organisme de coordination. Pour promouvoir l'utilisation de la communication en appui à l'éducation, le COMED bénéficie du soutien de l'Association pour le développement de l'éducation en Afrique (ADEA) et de la Banque mondiale, de l'appui financier du Fonds fiduciaire norvégien pour l'éducation, et de la collaboration du Centre-ouest africain des médias et du développement (WANAD).
