if you change your ip address once , can you change it back to the exact one it was before?

does this work straight away or take like half an hour to come into effect?

if you do this a couple of times, will the new ip address always be different - ie: change 5 times = 5 different ip addresses?

i have windows 7 and a dongle - a usb internet connection. what do they use these days to change ip addresses? i downloaded proxpn and clicked on basic account but when i went to the link in my email, it asked me for 9.99 dollars. what do i do?

does anybody know how you play both audio tracks at the same time. at minute 3.45 in this video when the voice track is added, you can no longer hear the other track in the background.
