I think your projector aiming is way too high, no beam reflect on the front surface of the road.

obviously yr projector angle is way out. you need to turn the projector cut off line to horizontal. In order to do that, if the original ring angle is wrong, you need to modify by cut the inner ring to make round so that you can turn the projector to the right abgle. i facing the same problem but...

Can it use power tool rechargeable 14v battery since you are using the battery drill as housing. The ballast require 3.2Am = 3200mAh right.
