@graven225 depends what system you play on, normally the left attack button with a shield equipped. On XBOX it's bugged and you don't need the perk to bash, at least for me.

About Planning for Minecraft
An easier way to make a good Enchanting Room is to use the design with the bookshelves, and just put torches on the shelves when you want weaker enchantments. The Wiki can describe it better.
