Cone seems deviated, and the thrust output seems to waver accordingly. Change the shape of your cone, and you'll get a more focused thrust point, right now, it's just messy.

To choose limit breaks is just the same as to gain them, in most cases. Upgrade the weapon to choose higher level limit breaks. Squall, if I recall, will most always use the highest level LB for his weapon. So, to use Lionheart, you need his best one.
