when man (whose highest nature is God) identifies with his lowest nature which is animal (and it's cravings, leanings and tendancies, preferences etc.), he goes against his highest nature which is in fact unbound and unlimited. We dont come here with our God potential in effect. God consciousness is something that must be attained (proven). The animal aspect of man is something to be shed.
What limits man's evolution is the polarization of man's consciousness in the lower self and the unenlightened will. Man CAN go on any path he wants but not all paths lead upward. The example of that is everywhere.
