ZR1 Race Modified is hands down the best value in the game (aside from gift/prize cars).

if you can save up the 500,000 or so credits(which isn't terrible hard) required to max out the mods on the car, you get a car with 690+ performance points. my race modded vette can match or beat my 2.6 mill ...

i would think modifying the exhaust should easily net you better mileage if your careful (shifting around 2-2.5k). the engine will breath better with a less restrictive exhaust and should be a lot more efficient.
