If that water is that bad and has oil in it why is there grass growing in the water and right at the edge of the water?? Oil and high salt content kill grass.

And anyway...its all on the road...We have thousands of miles of tar and oil out there, it's called ASPHALT! They spray that hot oil on the side of the road where it gets in the soil, on the plants, and all the little critters run through it... its a road! Do you people have nothing better to do...
