If you do some research into the '93 WTC Bombing you will discover some interesting parallels to the 9/11 Attacks. Mainly simultaneous FBI Drills being run for the same exact type of event, while the actual event was taking place. Also the connections of the agencies which performed the investigation of the bombing which was a company called TRIDATA Corporation which was a subsidiary of SPC International which is owned by Dov Zakheim who was the Pentagon Comptroller and Chief Financial Officer on 9/11, and suspected of being one of the 9/11 Masterminds behind the attacks.

It is possible that your right that the US isn't supplying the Taliban with ammunition.
The Taliban may have got their ammunition from killing 15 Police, but 15 Police officers havn't been killed at one time.
Maybe the Talibs save the bullets they get when they kill police for when they are killed and their weapons checked just to fool US.
