The Gravity Plane is an interesting idea, but it works better as two dedicated modules. A tethered balloon that tows a glider and releases at the peak is less complex, cheaper, and more efficient. The only downside is launch sites are limited to where the balloons are. But overall the idea is viable for low passenger short hop flights (under 100mi) in low winds, good for areas like Africa. But 2 dedicated systems for launch/travel work better, see SpaceShipOne's design. The compressed air/wind turbine concept is overly complex, inefficient (you won't recover what you spend), expensive, and unnecessary. Your idea works better without it.
