It's Bruce Wayne talking to Gordon. In the storyline of No Man's Land batman does take off his mask to reveal his identity. I think it was because when batman disappears Gotham is left for ruins and Gordon feels betrayed. When Batman does come back he removes his mask for Gordon to get his trust back. In the trailer this is what seems to be happening, but hey I could be wrong.
