And if the user will not be fined or send to jail for using, he can ask for help and addiction counselling because they will not be sent to jail (fear), true this the problematic users will have an early chance (every time they buy) to ask for addiction counselling and the vendor plays a big role in this as well they need to be qualified and have a good knowledge of the product and of the health risk true the different way's of use, they must be able to explain this very clear to the user's/customers to reduce the little harm there is.
