@PointsofData The train goes under water but it comes back up to the surface shortly after. Since they're going to Galbadia from Balamb they spend a good amount of the travel time underwater or underground and considering that they just began the trip, they should still be underwater at that point.

The gunblade isn't actually a gun at all.
