Pci-E 3 has one advantage to PCI-E 2 . No one seems to be paying attention to it. The GPU no longer has to code/decode data from the controller to the CPU. Its not just a drop of the 20% data tax. Since Gen 3 no longer requires a 8/10 decoder. It should in theory provide 5 to 10% better performance.
