I think the CSP guys' helmets give them a bit of resistance to headshot damage, because I remember one-shotting other guys before and after them with ease.

The takedown you do to the cops @2:05 is one of my favorites in the game. You hammer away at the second guy, crush his trachea and all that, but the first guy stays down after you dodge his random kick. (Probably out of shame.)
