It's Pripyat, a city built to house the workers of the nuclear plant. The Ferris wheel was supposed to be an attraction at a fair which was supposed to start five days after the accident happened. It has never been taken down since.

what surprises me is that it isn't in Eb! I thought all of Jimi's songs were in Eb! (Better stretch with strings and Jimi found it hard to hit the note E when singing).

Hendrix is not as techinically brilliant as many contemporary guitarists. What he did was invent a complete sound alien to many in the 60s. His genious was in creation, not simply technicals. David Gimour is good, but can't hold a candle to the contribution made by Hendrix.
