Videotaping in public is completely legal and is protected by the 1st Amendment. Videographers do not need consent from anyone that appears in video. There is no expectation of privacy in public, meaning emergency workers, victims, bystanders, buildings, vehicles, etc. are subject to videography. HIPPA protects rights of victims receiving medical care and only applies to personally identifiable information transmitted between medical facilities and professionals. Simply, HIPPA has nothing to do with public videotaping whatsoever. The video becomes property of the videographer and can be sold or distributed, in this case, to local and national media.
