Background for people in other countries:

Brazil is a country of continental size, and for simple matter of lack of other options, our main form of transportation is by road. There are huge networks of roads connecting even the most remote regions like the Amazon, most of them poorly constructed and preserved (if at all).

Vehicle numbers are equally huge. Studies find that income is a major determinant of the size of the motor vehicle fleet across countries and cities in developing and industrial countries. Among similar income per capita developing countries, Brazil stands way out on the curve.

The wealthier Southeast region depends on transportation to fuel the economy, so in the 90s after the government failed to maintain even the lowest safety standards, roads were handed over to private companies who now collect toll charges from vehicles to maintain some of our most important and busy highways and also fill their pockets with huge profits.

Far from being an isolated case, this was the solution used to reform many poorly administrated government facilities, such as health, telephone, electrical power, etc

Not surprisingly, speed limit enforcement also vanished from police officers role, and went into the hands of specialized teams, some private others government related, who saw this opportunity as an excellent market for profit.

Tickets are sent through the mail with an invoice for payment. Errors are not uncommon, and near impossible to defend against. There is no interest in promoting safety or education; strategies employed are aimed to maximize profit.

Mobile equipment information is not available to the public and the regulations are very vague on the use of any speed trap early warnings and countermeasures. Any anti-radar device is deemed illegal, though the definition of what actually is anti-radar is up to the law enforcement officers opinion.

There was even a recent attempt to ban the ability inserting fixed radar positions as POIs on GPSs. It was dropped for now as anyone would guess it would result in an impossible task or a complete ban of vehicular GPS use.

The videos register experiences driving on city streets and highways, gathering as much information as possible about speed traps and possible early warnings and countermeasures in Brazil.
