Well, it's because they only need the characters that were from Tolkien's book The Hobbit (the story before LOTR), like Gandalf the Grey, King Elrond, Legolas, Bilbo Baggins, Sméagol/Gollum, and surprisingly, Saruman the White (he wasn't in the book, but they want to show how he been corrupted by The Dark Lord Sauron). Oh, and I can send you links of the production videos of The Hobbit, if you wish to watch them.
