These events demonstrated in this film are all completley believable. The government could've done this with little problems. Even though nearly 3,000 lives were lost, all the government really wants is economical gain.

I played this version first as a kid, but then found out that the pc version was slightly, only slightly better.

There is no way we'll know the complete full truth, we can only make educational guesses and draw reasonable therories, because they'll never let us know what they know.
