Also, another way to look at this could be that the many of these websites failed because of the economic pressure plus the lack of understanding of Goals and Objectives (mentioned in the GOPST lecture). The existence of many websites had raised the question, what was the purpose of the site?

I am currently a CCT322 student as well and I used the GOPST for my team project last week, and as Professor suggested, it has turned out to be very valuable for us since we can now focus on "doing" and not waste time "thinking about doing" as its all laid out for us in the GOPST.
