I do not believe they should kill these pirates. Once determined that they are pirates and not fishermen, they should simply take all the weapons and boats away to deep six them. Then release the pirates on the spot. How far out is up to the stupid pirates. Like Tool sings " Learn To Swim ".

The laws at sea regarding pirating are pretty clear. The English do have a good idea about this sort of thing as they have been plagued for many years with pirates.
