Actually there was a huge outcry against a cat torture picture series in China in 2006. Official media joined angry netizens to condemn such cruelties.
Most Chinese do not tolerate such animal tortures, but in any country of the world, it is natural to have 0.001% of bad and cruel guys --- and in a country of 1.3 billion, 0.001% means 130,000. Enough for China-bashers to bash China for 3 decades for every day.
