But to over-simplify a bit, the matter would be settled by an arbitrator agreed upon and paid for by both parties. And so far as corruption goes, we have that problem with the current system.

Cheyenne might work better, if for no other reason than it's at the intersection of two major Interstate highways -- making it a handy stop for people making trips up to check out Wyoming, if they're coming from anywhere east or south. Cheyenne has several hotels which might provide useful venues.
