there is a governing body named the World Pool and billiards Association. That's the most common set of rules used by nearly all pro tournaments and many amateur tournaments. Those rules state that the balls are racked in any order. Look it up.

It's all about doing things correctly.. I've made a few mistakes using the sandpaper but it was on a junk cue that I practiced with. Now I am confident to do it on anything and have retipped my performance shafts and high end cues many times. I much prefer to tip cues myself, I'm quite particular...
