What he PROBABLY meant was 2900 kiloWatt-hours per hour,

which is slightly less than what a 1000 Watt/meter squared flux

would provide over and hour, 3600 x 1000 = 3600 kiloWatt-hours,

which puts the solar flux in the Andes at 900 W/m^2, about right.
