Congratulations on having your question chosen for the interview, although I think that Dodd muddled the answer and agree that he did not respond satisfactorily. Frankly, by defining "the ideal constituency" - a basic concept - instead of explaining "spreading out risk", he sounded like he was ill prepared for your question.
