1) Shiloh is the name of an ancient city or a temple written on the judaism books..

2) Genesis 49:10

"Until Shiloh comes,

And to him shall be the obedience of the peoples"

Shiloh = The one to whom it belongs

It's probably a Prophet or a Messenger or king
