@loonsterify no i don't think you need a decoder, all that you need is seting 7 inputs(PORTS) then you'll need to do a programe that check all the input to get the value
exemple :
if (PORTA1 AND PORTA2 are active high)
{
the value of those inputs together = 1;
}
