This cant be actually a legal set-up is it. Where I live you can pull a bumberpull behind a 5th wheel unit but not multiple bumberpull (ball) hitches.

This is legal in Alberta Canada and is seen quite often with boats or quad behind. In the province of British Columbia Canada this would not be legal. Check your State or Provincial laws.
