This is a good way to slow down an enemy army for the first turn but a good player will just not move and since necrons are a 24" range army, people like space wolves, dark eldar, ig, and the likes will just sit back and shoot you first turn without hardly any consequence.

You can't move just 12 inches to fly over someone when they scout move because they have to be at least 12 inches meaning you have to fly flat out also meaning you can't get out and assault. But I see what your trying to do and it will work if your opponent is stupid enough to scout move in front...
