"They will question thee concerning the new moons. Say: 'They are appointed times for the people, and the Pilgrimage.' It is not piety to come to the houses from the backs of them; but piety is to be godfearing; so come to the houses by their doors, and fear God; haply so you will prosper." Surah 2:189
By bringing accusation, the accuser is proving that by stating they saw the act of adultery, they have exceeded the limits set by Allah by spying on people and entering dwellings without permission.
If these acts occur in public, then the community is not a believing community and will not uphold the Quran to begin with.
Those who betray their spouse will be dealt with by Allah. The examples given in the Quran, of Lot's wife and Noah's wife, prove this. Surah 11:45-46, 66:10
The Quran contains a description for everything. Who will pay heed?

Allah also forbids entering a person's house without permission: Surah 24:28, 24:61
"And if you find not anyone therein, enter it not until leave is given to you. And if you are told, 'Return,' return; that is purer for you; and God knows the things you do." Surah 24:28
"There is no fault in the blind, and there is no fault in the lame, and there is no fault in the sick, neither in yourselves, that you eat of your houses, or your fathers' houses, or your mothers' houses, or your brothers' houses, or your sisters' houses, or the houses of your uncles or your aunts paternal, or the houses of your uncles or your aunts maternal, or that whereof you own the keys, or of your friend; there is no fault in you that you eat all together, or in groups separately. But when you enter houses, greet one another with a greeting from God, blessed and good. So God makes clear to you the signs; haply you will understand." Surah 24:61

Now the accuser has a difficult position to be in:
1. They are accusing someone of something multiple people need to see. It cannot be based on hearsay or opinion. There has to be proof. Allah is clear: Casting it forth - even in asking 'how do you know he/she did not' is slander. Surah 24:4
"Why, when you heard it, did the believing men and women not of their own account think good thoughts, and say, 'This is a manifest calumny'?
Why did they not bring four witnesses against it? But since they did not bring the witnesses, in God's sight they are the liars." Surah 24:12-13
2. If they bring themselves and four (4) witnesses, then they prove they are guilty of going against Allah's revelation.
Allah forbids spying:
O believers, eschew much suspicion; some suspicion is a sin. And do not spy, neither backbite one another; would any of you like to eat the flesh of his brother dead? You would abominate it. And fear you God; assuredly God turns, and He is All-compassionate." Surah 49:12

Peace be upon the believers,
The beauty of the Quran is in the depth of detail Allah provides within. An example is of the lashing.
Most people focus on the lashing of adultery - which in itself is troubling. However, the continuing ayats make it clear that the accuser is to bring four (4) witnesses along with himself for the charge. If they are unable to bring four (4) witnesses, they are themselves guilty and are to receive eighty (80) lashes.

As well if it is the man or woman accusing their own spouse than witnesses are not needed, the curse of Allah is to be called upon which ever one is lying.

Stoning is never mentioned in the Quran, only disbelievers practice stoning,,,as for lashes, one can interpret that many different ways, can also mean a tongue lashing, but just for sake of argument, lets say it literally means 80 lashes,,,read the rest of the passage, thats only if you fail to bring 4 witnesses of a case of adultery,,,where are you gonna find 4 people who were peeking in someones window watching two people have sex???

If Allah's words are perfect in every aspect. Stop following other books that call for different punishment then what GOD orders.
