I don't think the lack of the "V" sound has anything to do with Spanish colonization because they have both "B" and "V" in Spanish. It might be because there is no "V" in the Filipino "abacada" alphabet. It goes "Ta-U-Wa-Ya." No "V." Hence, their inability to pronounce it.
