As far as adoption goes the waiting list is only for healthy, white newborns. Few people are willing to adopt a non white child or a child with a disability or health issues. I don't know why everyone seems to think every baby is a healthy, rosy kid.

Plenty of women do NOT have responsibility kicked in. There are plenty of abused and neglected children in the US. In countries like Brazil where abortion is illegal the situation is far worse.
