After the throwback boss in Splash Hill and all the reference to the 16-bit Sonic games put in your face, you could guess what Dr. Eggman's machine would be for this stage. If you guessed it'd be very similar to the pinball one he used in Casino Night, you'd be absolutely right.
The fight begins with Eggman hovering above the flippers on a largely empty pinball machine. You're supposed to use the bumpers to get to him, but I prefer to Spin Dash up the ramps, jump off, and land a Homing Attack on him--or better yet, just a regular hit, as Sonic stays a ball when he bounces off the old-fashioned way, allowing you to land more hits on Eggman. Eggman is not totally defenseless: He can reach down and scoop up Sonic, drop pinballs to interfere with Sonic, and electrify the machine--or at least those pinchy finger things.
Besides, the flippers are trial and error anyway. They send Sonic too high up to see Eggman properly.
After three hits, Eggman will ascend and make it more difficult for Sonic to hit him. You can still Spin Dash up the ramps to get to him though--it just requires better timing to avoid hitting the triangular bumpers on the walls. Or you can use the extra height Sonic gets bouncing off Eggman combined with the mid-air dash to repeatedly hit the upper parts of the bumper, allowing you to get in as many hits on Eggman as you please. Well, I messed up there.
After five hits, Eggman powers up his machine, just like with the Splash Hill boss. Now, the entire machine can be electrified, and Eggman can close the cockpit and go bouncing around the pinball table. This attack is dangerous because he bounces off at random angles.
Do you like the little touch with the jewels encrusting the columns like I do?
Anyway, Sonic will move on to the Lost Labyrinth Zone after this. It's a waterlogged Atlantean maze filled with ancient traps.
