"Chocolate Rain" is a metaphor to explain the racial differences based on skin colour caused by an imaginary "chocolate rain". This is explained by the first line of the song "Chocolate Rain, some stay dry and others feel the pain". The metaphor is that the white skinned people stayed dry during the chocolate rain and hence became white skinned. Whereas the dark skinned people got wet in the "chocolate rain" and therefore became dark skinned which caused them to "feel the pain" of being black.
