Surge damages no matter when it occurs
Exhaust force pushes on the turbine while the compressor wheel can't move while the throttle plate is closed. It twists the shaft and damages the bearing. So off boost can be just as damaging

Its not red ringed, it looks that way but 1 light is red, next is orange, next is off, last is green. It does this while linux is running. Threw me off when mine did it at first, but it seems this way in most of the videos I have since watched about it.
