In July of 2007, an object believed to be a Time Vortex Ionizer fell through the rift into a city dumpster in Cardiff, Wales. Its exact whereabouts were unknown until August when surveillance cameras picked up footage of an American tourist identified as Ian Lloyd handling the Time Vortex Ionizer from the dumpster area where the item fell. The current whereabouts of both Mr Lloyd and the Time Vortex Ionizer remain unknown at this time. It is imperative that the Time Vortex Ionizer be confiscated by Torchwood and Ian Lloyd be detained for questioning.
